In 1980 the DEA positioned P2P into Routine II from the Managed Substances Act, making it illegal to obtain, promote, or possess with no controlled substance license. This is probably the earliest examples of the odd and unlucky behavior of constructing pharmacologically inert chemicals unlawful because occupation criminals “could” misuse them.
